Minions would decay over time and you had a hard limit to how many minions you could have at a time. It wasn't a matter of fill all 8 skill slots with minion spells and call it a day, you actually couldn't do that be effective as a Minion master. They were quite different and we saw quite a few unique builds from that era that each built towards different minions and different goals. But this isn't how they were back in Guild Wars 1. Which in both of these cases I can understand why they get such a bad rap, in fact I don't enjoy these sort of minion builds either. When Minions have seen use in GW2 its been used as AFK farming and rather un-interactive bunker builds in PvP. Rather than building around one or two minion skills and using the remaining slots to support those few minions, you end up spending all of or most of your utility on those minions which don't ultimately work very well together or even in some cases they don't work well on their own.

I'm not sure how early it was in development arena net decide to change the direction of minions from being a short to no cooldown set of skills to long cooldown but infinitely sustained minions with minor utility but this has had lasting consequences for the design and reception of Minions. A lot of feelings toward the Minion master in Guild Wars 2 ranges from indifference to outright hostility toward it and I feel it has a lot to do with the design Arena net decided to take with the minions all the way back in alpha days of Guild Wars 2.
